The accountants who have to submit the reports should not leave such procedures for the last day under conditions when there is a possibility to use the electronic signature in R. Moldova –Viorel Dandara, director of Priminfo-Grup, declared.
“Although the electronic signature is meant to simplify the process of submitting financial reports, the big flow of information submitted on the last day might create problems for the operation of the electronic system. All this occurs regardless of the fact that the competent institutions possess the technological capacity and advanced software in the view of avoiding such situations”, Dandara concluded.
The director of Priminfo-Grup believes that the implementation of three different types of electronic signature with various levels of security and legal importance for different legal documents represents a novelty for our country and, for this reason, he urges all economic agents to test these new possibilities gradually, but not for reports which are significant to the company.
It is worth mentioning that the provisions on electronic signature in R. Moldova are included in the Law on electronic signature and electronic documents, which was adopted by the Parliament in the first hearing at the end of February. The Law foresees the implementation of electronic signing, non-personalized fortified electronic signature and the personalised fortified electronic signature.
The simple electronic signature will ensure the possibility to log-in, without any reference to the subscriber. The second type will contain reference to the subscriber and will allow for their identification. This signature shall be created grounding on means which are under the subscriber’s strict control. The third type of signature shall be applied on the electronic identity card. Simple and non-personalised signatures shall be used among the economic agents, whereas the personalised one – in the relationships with state structures and for ensuring electronic services to the population. Legally, the third type of signature shall be deemed equal to the personal signature.
